The Republic of Seychelles has formally appointed Ms. Cillia Ardyna Mangroo as its new Permanent Representative in Geneva. She presented her credentials to Ms. Tatiana Valovaya, Director-General of the United Nations Office at Geneva, during a ceremony held on 8 September 2025.
Ambassador Mangroo’s Background
Prior to her nomination as Permanent Representative in Geneva, Ambassador Mangroo held several senior positions in the Government of Seychelles, including:
• Executive Director, Minister’s Secretariat, Ministry of Finance, National Planning and Trade (2022–2024)
• Principal Secretary for Commerce, Ministry of Finance, National Planning and Commerce (2016–2022)
• Director General of the Commerce Division (2012–2016)
• Chargé d’affaires a.i., Mission of Seychelles to the United Nations Office at Geneva and other international organizations (2012)
• Commercial Attaché, Embassy of Seychelles in Brussels, Belgium (2010 – 2011)
• From 2006 until 2010, she also worked across several Trade Officers roles at the Ministry of Finance, Trade and Investment of Seychelles.
Ms. Mangroo has also represented Seychelles at several international negotiations, including serving as the Head of Delegation for Seychelle’s accession to the World Trade Organization (2008 – 2015) and as a Member of the Seychelles negotiating team for the Economic Partnership Agreement with the European Union (2007 – 2022).
Ambassador Mangroo holds a master’s degree in International Commerce Law, Contracts and Dispute Resolution, and a bachelor’s degree in Finance and Economics.
The Importance of This Appointment
This appointment reinforces Seychelles’ commitment to active participation in multilateral diplomacy. At the credential-presentation ceremony, Ambassador Mangroo and Director-General Valovaya discussed a range of issues of national and international significance, including climate change financing, women’s representation on the global stage, trade, sustainability of development goals and human rights issues.
Collaboration with the Consulate in Zug
The Consulate of Seychelles in Zug looks forward to working closely with Ambassador Mangroo to align diplomatic and consular efforts in Europe and beyond.

Key areas of collaboration will include:
• Ensuring that nationals and interests represented in Switzerland are informed and supported in multilateral processes where Seychelles participates in Geneva, especially regarding the United Nations and other international institutions.
• Coordinating on trade and economic diplomacy matters, especially where Switzerland and the region host meetings or institutions relevant to Seychelles’ development priorities.
• Fostering cooperation on climate, sustainability, human rights, and international law issues, where Ambassador Mangroo’s experience will be of significant value.
We extend our congratulations to Ambassador Cillia Mangroo on her appointment. We are confident that under her leadership, Seychelles’ presence in Geneva will be strengthened, and the Consulate in Zug will continue to support our citizens and promote Seychelles’ interests in full collaboration with our diplomatic missions.
